Goal-based Approach to Air Traffic Control Safety

Adelard is undertaking research with the CAA Safety Regulation Group on an goal-based approach to air traffic control safety. A key part of this research is to identify measures of safety that can be demonstrated to be equivalent to the quantitative target level of safety (TLS) set in the European ESARR 4 regulations. The TLS is expressed in terms of accidents per flight hour. As the accident target is too low to be measured directly, the TLS has to be re-expressed in terms of more frequent "airspace incidents" where the minimum separation requirements between aircraft are eroded.
